Baker County is exploring improvements to boat access at Shoals Park as part of a larger effort to strengthen access to the St. Marys River and support the regional water trail network.

With assistance from the National Park Service Rivers, Trails, and Conservation Assistance (NPS-RTCA) program, a community-led planning team worked together to develop a conceptual layout for an improved kayak and small craft launch area at the park’s sandbar.

This concept reflects input gathered from local residents, partner organizations, and stakeholders. It is not a final construction plan. It is a starting point for discussion.

The proposed layout focuses on better organization rather than major expansion. Key elements include:

  • Defined parking and drop-off areas
  • Improved vehicle circulation and turn-around space
  • A more formalized kayak launch point
  • Pedestrian connections from parking to the water
  • Space for staging, gathering, and river access
  • Landscape buffering to maintain the park’s natural feel

The goal is to balance usability with conservation, ensuring that improvements enhance the visitor experience without overwhelming the site.
